Avi Singh was a human male senator who served in the Senate of the Confederacy of Independent Systems and resided on its capital planet Raxus Secundus during the Combine Invasion. Originally a senator in the Galactic Republic Senate, his political skills ensured that the capital of the Confederacy of Independent Systems and it's Parliament would be located on Raxus Secundus. After the Combine approached the CIS and formed an alliance with them to create the Axis of Empires, he was starting to question the true purpose of the CIS' goals and truly believed they wanted to end the war for peace with the Republic, but after learning about the Galactic Empire from the alternate universe and the fate of their version, he and few senators believed everything they were doing was wrong and began to realize the true extent of the atrocities the CIS was committing.

In 13 ABG (1424 NE), during a riot on Raxus Secundus, he was ordered by Nute Gunray's officers to make a public announcement by telling the citizens that the extension of the Clone Wars was necessary as the Republic still existed, reluctantly doing so for the sake of the people he promised to govern wisely. Senator Singh told his droid, GS-8, that he could not put his people through another decade of war when seeing no sign of it ending, nor would not become a pawn to the Separatist Council who have started to fall into their own lies and deception since Count Dooku vanished. Coming to a conclusion that the Combine were only using them. When it was his turn to speak and endorse the presence of the Combine to welcome them as well as to inspire those to join the war, he instead spoke out, calling the war unjust and saying that he and the people would not bow to their acts of intimidation. GS-8 contacted the Alliance to extract Singh from prison among the few who were imprisoned as well and supported him.
