
The Commonwealth of Golmaran States (CGS) is a supranational political, military, and economic union that controls much of Golmar Universe, with many of its' memberstates controlling territories outside of Golmar.
The majority of the Golmar Universe was occupied by the Combine in the months after the 7 Hour War and like Golmar Earth, every planet of every galaxy and their species lived under the same brutal and harsh rule as Earth, though they were unaware of each other for much of the occupation. That is until the Golmar Uprising that erupted on Golmar Earth which spread across the planet and eventually the wider universe as well. Within thirty years of brutal conflict on both Golmar Earth and the rest of the universe, the Combine were finally forced out and the various planets and species reestablish their own governments free from Combine rule, though some, like Golmar Earth, did dissolve into civil war over the matter of how the government should be function.
Over the course of two years after the Human-Vortigaunt Federation was formally created, the HVF would come into contact with a number of different species and their states and each having a similar history with the Combine. By 2075 Golmar (1413 NE), the HVF and first 63 civilizations came together to formally created the Commonwealth of Golmaran States, with the original intention of preventing a Combine invasion of their universe but slowly became a political and economic pact as well.

The Golmaran Commonwealth was first established by a band of civilizations and species from distant worlds coming together with the mutual goal of liberating worlds from the Combine tyranny, they started out as rebels during the moment the Combine were unexpectedly fighting a new foe and took advantage of the situation, originally started somewhat about 65 races within the Milky Way galaxy where the Combine were most active. They scavenged and stolen the advance technologies of the Combine with the support of the Vortigaunt rebels who provided them the knowledge over the years and mentioned of an Earth where the battle was taking place.

- While all of its' states are independent of each other more or less, the CGS is effectively under the control of the HVF in terms of foreign policy and military matters, which many people in-universe frequently notice and often cases make mention of this.
- Before the names of the universes were discovered in earnest, be it Combine or Ancient, the CGS used to just go by the Commonwealth States.
- At the start of 2074/1414 NE, the Commonwealth came to be home to thousands of species in the 40 years after the Uprising, in fact, around 11,485 species, by the end of the First war, the membership increased dramatically over 10 million within their universe alone according to Kalyn Scott.
