Daniel was a human male from the Bab'lonin Universe, he was the operative of Politdivision, an isolationist, Earth-centric faction in control of the Earth Alliance government in 3261 (2456 NE) after biding their time until the Great War had ended and believed alien influence have made their people vulnerable , even so far to consider humans outside their universe to be in-pure.
He was assigned to "provide reverse-correct infospeak as support for current changes in Bab'lonin Earth policy"; that is, to intentionally re-write the history of the founders of the Interstellar Alliance and any individuals from the Alliance of Nations following the events of the First Earth Alliance Civil War, in order to legitimize the current government's aggressive and expansionist campaign. Daniel worked inside a virtual environment designed to create false incriminating records of John Sheridan, Delenn, Stephen Franklin, and Michael Garibaldi. He gave the holograms the same psychological makeups of their real counterparts for authenticity, but also updated them with subsequent history leading up to 3165 (2370 NE). Daniel intended to reprogram the holograms to act out "goodfacts," the false history favored by the Earth Alliance government, even those who would have remembered being there but would affect the current generations.
During the simulations, however, the hologram of Garibaldi started to engage Daniel. He suggested that there may be some value to keeping him around as he was an excellent strategist, implying that such information may help Daniel's standing. Daniel listened and explained that the government's plan was to attack the outer colonies and their enemies on Bab'lonin Earth at the same time as bombing the Alliance's current capital world to cause a state of panic, specifically targeting civilian population centers in order to "demoralize the enemy", even so far as to gain support from the remnants of the Axis to join forces. To Daniel's horror, however, Garibaldi then revealed that their entire conversation had been transmitted to the Alliance. Garibaldi assured him that civilians would not be targeted since the enemy was nowhere near as bloodthirsty as Politdivision, but this was little comfort since the virtual environment was on a military base. Soon, the installation was targeted, alert klaxons rang, and Daniel ran screaming out of the virtual environment as a loud rumble and a flash of light engulf the entire room – the start of the Great Burn. Daniel was likely to have been killed in the bombardment, however his record survived and was eventually obtained by the Anla'shok and preserved in the historical archives.

- Daniel's backstory was slightly changed in the year, given it was originally se in 2762 in the series, but changed. This may have likely do the War and also perhaps either remained patient or went into suspended animation to await for the war to end and begin their plans.
