The Empire of Athirat, otherwise known as the Athiratan Empire or occasionally the Second Kilominitic Empire was an Empire that was created when the then Archduke of Ginniklia revolted against the Empire of the Combine Race when it was falling apart during the last few years of the First Multiverse War. In the aftermath, the Athiratan Empire named Vimble Kutarukia, the Archduke who lead the revolt against the Combine as first elected Emperor of the Athiratan Empire. It was a major member of the Alliance of Civilizations about four years after the end of the First Multiverse War. It was later annexed into the Multiversal Federation after the Infection War in 3642 NE.

Government

The Empire of Athirat is a Federal Parliamentary Constitutional Elective Monarchy and having a unique tricameral legislature (dubbed simply as the Imperial Parliament), with it split between the Senate (Upper House) and the House of Commons (Lower House), being made up entirely of elected representatives strictly from the non-aristocrats populations, which are referred to as the Commons, and the Nobility Council, being made up of the Empire's aristocrats and elected among their peers. But while the nobility is included in the legislature, the Nobility Council is notably weaker then the two other bodies in Parliament, with the Nobility Council's powers limited to the selections process of protentional monarchs and some laws and regulations regarding the nobility, but that is severely hampered by the other two houses having complete veto powers over the Council's decisions, all in a effort to ensure the Nobles do not try and amass power to themselves.

The Emperor or Empress is the Head of State and always have limited powers afforded to them, one of which being the position of supreme commander of the Athiratan Imperial Military, although it is expected that responsibility is given to the Chancellor completely, however, by law the Emperor/Empress must be periodically briefed and consulted on Imperial affairs. Much like Parliamentary Republics, once the current monarch steps down, a Empire wide election is held to vote in a new monarch among the Empire's nobility and whoever gains the popular votes is elected Emperor or Empress of the Empire.

The Chancellor is the Head of Government and by extension the true deciding factor in the Empire's political affairs, their decisions are what determine what foreign or domestic policies the Athiratan Empire could take as well as who they ally with. However, the Chancellor can not do everything on their own and as such as a cabinet made of numerous ministers all meant to help run various governmental organs. Typically, the Chancellor of the Empire is elected by members of the Imperial Parliament and often times whoever is the head of the largest political faction within Parliament is also the new Chancellor of the Empire, although the first Chancellor of the Empire, Eleanor Ashers, did not fit this pattern.

Science and Technology

The majority of the Athiraten technology is based loosely on Combine, but a combination of techno-organic, yet also a combination of various races who joined for mutual causes. Unlike the Combine Empire, they do not create living weapons or vehicles from the genetic templates of species such as Synths but more towards artificial.

Status and Powers of the Nobility

For all case and purposes the nobility or aristocracy of the Empire of Athirat are functionally powerless entities. Having no say in any governmental affairs whatsoever and unable to determine or shape policy beyond mere suggestions. Yet they still exist within the Empire titles are frequently uses as a sort of gaging of a Noble's influence or popularity then any actual positions of power, with the obvious expectation being the Throne and the Imperial monarch themselves and their immediate family members. High King or Queen are below the Emperor or Empress and could have influence over systems within the Empire. Low King or Queen are below the High King or Queen and could have influence over planets within the Empire. Prince or Princess are the most extensive and complex as it vary as to what they could be with the most influence a Prince or Princess could have being the child of the current Emperor or Empress but often times they are the children of the Kings or Queens and could have influence over continents. Archduke or Archduchess are below the Prince or Princess and could have influence over provinces. Duke or Duchess are belong the Archduke or Archduchess and could have influence over a number of cities. Baron or Baroness are belong the Duke and or Duchess and only have enough possible influence over specific cities. And finally a Lord or Lady is the least influential and have only enough influence for a particular estate or maybe a small town or village.
