The Imperial Council, also called the Ruling Council, and Maleficent's Council was the closest thing to a legislative body the Empire of the Heartless had being made up of various politically powerful individuals, close allies of the co-monarchs, Maleficent and Ansem, the Seeker of Darkness, though frequently Maleficent's allies then Ansem's, as it was in part created from Maleficent's earlier council she created during her attempts at universal conquest decades before the Worlds War occurred, and other key parts of Imperial Goverance.
The Council runs the day to day affairs of the Empire and pass laws affecting the Empire as a whole and as a result holds considerable power and influence within the Empire. In fact, all the council members frequently created rival political factions against each other trying to gain more power over the other members leading to political infighting and general politicking among the Council.
Eventually this constant infighting turn against Maleficent, who used it to weaken her rivals on the Council, and in turn sparking a brutal civil war that would end up destroying it in the process.
