The Procyon Expanse was an interstellar power that existed in a relatively underdeveloped region of the Malica Universe. The Expanse is all territory claimed by the Procyon species as is rife with tribal conflicts between the various Procyon tribes. These conflicts have made the Procyon people highly adept to warfare and was one of the major powers strifing for domination of their native universe, often competing with the Terran Empire and the United Galactic Federation until the rise of the Empire of the Heartless, forcing the Expanse to join forces with their former enemies in combating them and eventually joining with them in helping to create the United Republics of Worlds.
History[]
At a certain point, the Procyons founded the Expanse as a major empire and began expanding towards nearby planets. In the year 5272 AFE/150 BXC (1110 NE), first contact between the Procyon Expanse's Frontier Guards and the Terran Explorer vessels of the Terran Empire was established, yet it immediately turned into a hostile event when tribal leader Rygan ambushed and destroyed Imperial Colonization Fleet as it tried to settle the Garn Cluster, the Terrans retaliated their actions and the Battle of the Garn Cluster was fought and ended in the Procyons' victory.
Procyon-Terran Conflicts[]
Months after the conflict, Rygan in belief of his race's superiority after the conflict with the Terrans, decided use the political fallout from his success to push the Procyons into a full on invasion of the "weak" Terran frontier. Annabelle III, the 107th monarch of the Terran Empire retaliated to the Procyons' invasion as a gesture of hostility after learning the lives of the Colonisation fleet was by their doing, seeking a means to bring the Procyons to justice for their crimes and the war between the two nations was declared. Initially the brutal assault by the tribes that gathered to his Banner met with great success, but in the three years, the campaign ground to a halt and began to be pushed back with great losses on both sides. Unfortunately, the independent worlds that either remained neutral or did not participate in the war were caught in the middle of the conflict and were not spared.
By 5275 AFE (147 BXC/1113 NE), trhe Treaty of Gisane finally ended the war by establishing a neutral territory between the combatants. Both sides were forbidden to exert any political or military influence within the buffer zone. This truce would last until Alexander III succeeded his mother as the 108th monarch in 5303 AFE (123 BXC/1137 NE), and immediately decided to take advantage of a 25 year period of severe unrest in the Procyon Expanse and send a Retribution Fleet around the neutral territories to pillage vulnerable Procyon colonies in the name of reparations for the Great War. Earning the name "Mad King" by some, Alexander led the fleet personally and almost succeeded in raiding the Procyon homeworld itself before being killed in battle. His sister, Catherine IV, immediately replaced him to take the throne as the 109th monarch and worked with the prime minister to restore order to the Terran Empire.
The on-again, off-again state of war that has plagued both empires for the past ten years began over a dispute of ownership concerning the McCullough Etherium Current (named the "Breath of Ratec" by the Procyons), usually keeping the two civilizations from resuming their war with the aid of the Keyblade Order. The spacial 'current' begins in Terran territory, but winds throughout the Procyon Expanse. An invaluable high-speed trade and communication route, both sides have blockaded and restricted its use when it suited them. The current Terran Queen, Illysa II, has stated publicly that while she abhors the war, "The McCullough Current was far too important to all known civilisations in that region of space to be restricted for use by any single power."
Recently, the greater industrial strength and organisation of the Terran's Empire has slowly pushed back the outnumbered but technologically superior Procyon fleets. As if sensing the inevitable, the Procyon Council approached the Terran Parliament with an offer of peace that would secure all Etherium currents as neutral territory. Queen Illysa II, the 110th monarch was quite receptive to this offer. The fact that a peace conference has successfully produced a draft treaty for the consideration of both governments only affirms this.

The Procyon Expanse was a confederal mixed parliamentary tribal oligarchy headed by a Brood Consul who is elected by the Procyon Council, which represents a assembly of the various tribes that dominate the Procyon species. Members of the council was entirely made up of Dukes of the Expanse, with each duke effectively the overarching ruler of their respected tribes although said position varied over rather or not it was a inherited position or just as often a position selected through the use ritual combat between the tribes various lords, effectively the chiefs of the tribes towns and other holdings.
