Stephen Franklin was the Allied Organization of Health's Chief Medical Officer and founder. Franklin then went on to be Head of Xenobiological Research at Earth Dome, once again replacing Benjamin Kyle. He was the one who explain the body of a deceased Deleathan during the Great Serethan-Allied War
